General Terms and Conditions for the 2019 NATIONAL DESIGN AWARD OF LATVIA COMPETITION
1. The Goal of the Competition
The National Design Award (Competition) of Latvia is an annual national design industry competition, whose goals are to identify, judge and promote the best accomplishments of Latvian designers, thus facilitating the long-term development and growth of the Latvian design sector.
2. Competition Organisers
The competition is organised by the H2E Design Studio (hereinafter referred to in the text as - the Organiser) in collaboration with the Republic of Latvia’s Ministry of Culture, the Latvian National Museum of Art’s department “the Museum of Decorative Arts and Design”, and the Art Academy of Latvia.
3. Competition Participants
Works may be submitted for the competition by any designer or any other person connected with the work, i.e. a private individual or legal entity, municipality, or non-governmental organisation, etc. If one and the same work is submitted more than once, the copy that was submitted first will be approved.
Works made in Latvia may be submitted for the competition, along with those made elsewhere in the world, provided that they have been designed by a Latvian citizen. One submitter may submit no more than 2 (two) works to the competition.
All works must be available for inspection by the jury. Participants may take part in the competition with several works.
Study works may be submitted to the competition in collaboration with the respective student (-s), specifying all persons involved in the creation of the work and their role in the process.
The competition is open to participants, who have paid the taxes stipulated by the State for their professional operations (the competition organisers are entitled to verify payment of taxes by consulting a database published by the State Revenue Service).
In submitting works for the competition and/or giving permission for their works to be submitted, the designers of works are giving the Organiser and the Ministry of Culture irrevocable, territorially unlimited, non-exclusive rights (a simple licence) to be awarded to third persons for the purposes of providing information about the competition and advertising it to an extent corresponding to these goals. A simple licence for the Organiser and the Ministry of Culture will be issued for a period, while the relevant works are protected, in accordance with the Copyright Law. The designer certifies and guarantees that he owns all rights awarded to the Organiser and the Ministry of Culture, and that no restrictions exist in relation to their use.
The designer certifies and guarantees that the work is his original work, and that, in creating the work, he or she has not violated the intellectual property rights of any other persons. The designer of the work is liable to any third party in the event that his or her work violates this person’s intellectual property rights. The Organiser is not liable for losses incurred by third parties that could arise from publishing a work submitted for the competition, in accordance with the competition’s requirements.
The person submitting the application shall certify that properly licensed computer software was used in the creation of the work submitted for the competition, and that the designer has acted in a manner, whereby his conduct supports, promotes and reflects the highest standards of design and professionalism, in accordance with equal competition rights, and without violating the copyrights of any other persons.
5. Criteria for Judging Works
All works submitted for the competition will be judged according to the same equally important criteria, without dividing them into individual categories:
- originality of the idea,
- compatibility with its purpose,
- aesthetic quality,
- functionality and technological solution,
- appropriate choice and use of materials,
- market potential,
- economic or social value,
- ecological (environmentally friendly) solution and sustainability,
6. Submission of Works
The timeframe for the submission of works is one month: from 12:00 on 14 January 2019 to 12.00 on 14 February 2019. Works must be submitted by completing an application form on the homepage: www.dizainabalva.lv. On the last date for the submission of works, i.e. at 12.00 on 14 February, the work submission form on the Internet will be closed.
Submitted works must have been created during the past 2 (two) years, i.e. from 1 January 2017 to 1 January 2019.
The application form will specify precisely what written and visual information must be submitted about the work and what technical parameters for visual materials must be complied with. All information on the application form must be specified in 2 (two) languages, i.e. in Latvian and English. Failure to comply with this requirement will result in the submitted work not being judged. The person submitting the work is responsible for the information specified in the application.
Small-scale submitted works that can be transported (e.g. products, print works and solutions, etc.) must be delivered to the Organiser at the specified time and place, which will be specified and announced on the competition’s Internet homepage: www.dizainabalva.lv. In the event that these requirements are not complied with, the relevant submitted work will not be judged.
Once judging of works has ended, applicants, whose works have not been included among the finalists, must collect their works at a time that will be specified and announced on the competition’s Internet homepage: www.dizainabalva.lv. The Organiser will not store works after the expiry of the set term.
7. The Jury
The works submitted for the competition will be judged by a jury comprised of both Latvian and international experts. The composition of the jury for the 2019 competition will be announced publicly before the submission of works for the competition.
The jury will make its decision on the basis of a simple majority of votes. In the event that the votes of those present are divided equally, the vote of the jury chairman will be decisive.
Jury members must not in any way be connected to the submitted works (i.e. they must not be the designers, clients or owners of such works, and nor may they be the professional colleagues of a designer from the same firm, or his or her family members, etc.).
8. Procedures for Judging Works
Judging of the competition’s works will take place in 2 (two) stages.
During the first stage, the competition jury will judge all submitted works electronically, as well as in person, and select the finalists, i.e. the works that represent the goal of the competition, in accordance with the judging criteria.
During the second stage, the persons submitting the 20 (twenty) works nominated for the final must present their work to the competition jury in a 3 (three) minute presentation given in English. These presentations in person will take place in Riga on 3 April 2019. Information about the presentation time and place will be homepage: www.dizainabalva.lv and sent to each finalist individually, in conformity with the contact information specified in the competition application form on 2 April 2019.
Works nominated for the final (second stage) will be publicly announced on the competition’s Internet homepage: www.dizainabalva.lv and in other publicity materials, as well as being exhibited in an exhibition of works nominated for the final. After judging the finalists’ works, the jury will decide on the winners of the competition’s highest awards.
The jury will prepare a brief appraisal of each work nominated for the final. This appraisal will be publicly available on the competition’s Internet homepage: www.dizainabalva.lv.
9. Announcement of the Results and the Exhibition of the Finalists’ Works
At the competition’s closing awards ceremony, which will be held on 4 April 2019, the most outstanding creators of Latvian design products and services will be honoured. Works nominated for the final will be exhibited and publicly on view in an exhibition in Latvia.
Three levels of awards and the Accenture Latvia special award will be awarded under the auspices of the competition:
- a finalist's diploma will be awarded to the 20 (twenty) final works nominated by the jury,
- 2nd and 3rd places and 2019 National Design Award of Latvia will be awarded to 2 (two) of the best works in the final, in accordance with a decision made by the jury,
- 1st place and the 2019 Grand National Design Award of Latvia will be awarded to 1 (one) work in the final, in accordance with a decision made by the jury.
- the Accenture Latvia Special Award will be awarded to the best digital design solution.
The jury may decide on the number of awards to be awarded, as well as not to award one or more of the awards.
The winner of 1st place and the 2019 Grand National Design Award of Latvia will receive a cash prize from the Republic of Latvia’s Ministry of Culture in the amount of EUR 2,000 (incl. taxes) to facilitate international marketing and exports, including participation in international design events with the objective of promoting Latvian design.
At the competition awards ceremony, the competition’s winners will be publicly announced and the designers of the competition’s final works will receive awards, with finalist’s diplomas and the awards of the 2019 National Design Award of Latvia and the 2019 Grand National Design Award of Latvia being awarded to the designers of the best works.
The awards will be awarded to the designers of the works specified on the work submission form.
